Seat belt mounting points

If I was to bolt my upper harness mounts below the crossbar as shown would that be an iva fail?

Thats how I did mine and it passed IVA with no adverse comment :-)

I have mounted my belts the same way too, the only issue is the angle the belts are sat at when I'm in the seat.

I've been reading through the IVA manual and struggling to see if this will fail with my current seat height.
