it's all to do with "YOU" declaring that the car will nto be used on the road, and once sold on "YOU" becomes somone else who has to declare that they will not use it on the road.
We would all be a bit miffed if the DVLA sent us a letter 8 months after selling saying that the car had been used by the new owner and we owed them the fine for that as it was our declaration.
STICK IT ALL ON FUEL WITH 3RD party cover lumped in. Then nobody can escape and high users pay more tax. we have done 20 miles in my wifes car in 2 months as I now walk to work.. Still pay full tax and insurance though , great incentive to keep walking it is not!!!
