The relay is for retracting the headlights so should be ok to remove/bypass.
The second one is a resistor pack to do with the Dip/Dim of the headlights. Again it can probably be removed if you remove all the other parts to do with it and plumb the headlights in directly.

I spent ages looking at the wiring diagram for a 1991 Miata from Madracki.com site but the number and colour of the wires didn't match...
As for the resistor pack the wires trace back two a 2 pin connector which I don't know where it plugs in (been over a year since I started stripping the loom).
