Have you looked at the IVA manual? I had a quick scan and it doesn't make reference to wrapping in the section on Seatbelt Anchorages, but there are plenty of references to bolted fittings (and the required standards for them). Unless you can find an example of someone who has been through IVA with wrapped belts I'd assume you're going to run into problems with it.

You could always use option 1 for IVA and then change how the belts were fitted if you really wanted to (without having to make any structural changes....
