I knew a guy who was trading plates at one time. He favoured Land Rovers. Find an old wreck in a field and buy it. Remove chassis plates (only form of ID on a LR). Submit the plates on a roadworthy LR for MOT. Obtain MOT cert and tax vehicle (usually tax exempt). This would release the plate for sale and the roadworthy LR returns to its former ID.

As I said, dodgy as you like!!!
