$4k for an emissions test? In NSW they are running the IM240 for free in Botany. If you believe that your car might not pass the IM240 the RTA (Roads and Traffic Authority for you guys outside Australia) they actually give you the opportunity to bring it down to the rolling road and get it tested. If it doesn't pass then it's not actually a defect. They give you advice as to how to fix it and you can take it or leave it. Finally a bit of sensibility from the RTA.
