It is preferable that the brake fluid reservoir is at the highest point of the system, because in case of a leak, it will show first on the level of the brake fluid in the reservoir (which will go down). If the reservoir is not at the highest point of the system and there is a leak, air will be at the highest point, let's say in a brake/clutch pipe or a caliper/drum/clutch cylinder, and you will loose braking/clutching ability before it shows on the reservoir level.
