Default Rear wheel bearings - doesn't seem right

Yet again, back with more 'issues' seems like every task I start turns into a head fart or nightmare.
I installed rear bearings into hub carrier, however there is around 5mm gap between the bearing and the outside edge of carrier.
This cannot be normal? I can literally move the inner tapered roller in and out 5mm. Does the dust ring act as some kind of spacer ie. Do I need to insert the ring further or am I missing some parts?
