Default Harness mounts

In the Haynes book the roll bar drawing states the mounting points for the harness should be mounted at the rear of the horizontal bar. However in photos of the finished car they are mounted on the front of the bar.
Is it IVA acceptable to mount them on the front of the bar, as shown in the photo's?

not sure if there is a certain acceptable way to mount them for IVA but i,ve got the boss,s sat inside the cross bar , drilled the cross bar & welded the boss,s in top & bottom.

As long as the tube is fully welded both sides of the tube for full depth of the square cross bar it will pass
