Default Capping chassis tubes?

At the front and rear of the chassis, the ends of some of the tubes are left open and exposed.
Is it best to cap these off (i.e. by welding little plates into them), or to leave them open?

You can get little plastic caps for tubes. I forgot all about them until my chassis was half completed. So I've just lashed some Waxoyl down them and popped plastic caps on.
