Harness Top Hat Spacer

Hello,

I have a question about the top hat spacers that came with my harnesses.

Which way are they installed?

Do the go with the wide part of the top hat spacer against the chassis so that it can freely swivel or do they go with the wide part next to the bolt head?

I have put them in with the wide part near the bolt head so far....

Wide part to chassis hole fits over the tube and wavy washer keeps it from rattling.
