I used to actually design motorways, and major A roads (M25, M6 Toll, A13 etc.) when they were being widened/redeveloped
On some of the smaller projects (for Hampshire County Council) we looked into using solar powered Cat's Eyes, with a little battery in them.
Also, solar powered ground level lighting, instead of white lines at junctions. These were cool, when it was your turn to go, the lights lit up indicating the extents of your lane through a junction - similar to this: LED markers (http://thekneeslider.com/archives/2007/11/23/solar-powered-led-traffic-lane-markers/)
Not too sure if they were ever used by HCC, but they have certainly been used elsewhere

Wonderful idea, but I feel it will never see the light of day (yes, bad pun intended).
Possibilities are endless.
Aid to parking: imagine the road telling you where the nearest spaces are, and even help you park.
Interactive signs, adaptive to condition and conjestion.
Latest traffic reports infront of you.
Short distance links to incar satnav. So your directions appear on the road infront of you.
Unfortunatly I can see them being used for advertising. Imaging MaccyD's buying the rights to the stretch outside their 'ahem' restaurants.
