Fitting 4pt Harness

Can anyone who has fitted a 4pt harness just confirm if the top mounts should swivel? I've a set of TRS harness' and note that lap belt mounts have a "bush" to swivel on but the shoulder mounts are slightly smaller and appear to mount solid when bolt in.

They should swivel as far as I'm aware, certainly mine do.

Seat belts usually are fitted with a stepped collar and a wavy washer to allow them to swivel but still be secure.
