10mm spacers will just be a straight through job I would have thought so don't need to be off set and threaded. You can buy +10 +20mm longer wheel studs from rally design or burton if their going on a roadster. To be honest the longer studs won't be to stressed unless you have made your chassis from solid bar, clad it in lead sheet and you weight 60stone. A good machine shop could knock those up in about an hour (ish). Unless your talking about the rings that pack out the centre mouting ring?

a simple laser cut shim would be cheap and simple

I'm not sure if a laser cut plate would be balanced enough, don't forget that a laser cutter still uses compressed gas to clear the cut and on 10mm plate would be quite rough.

thats how the last set i seen was made no turning or drilling just a plated laser cut ring with all sorts of holes to suit diffrent stud patterns and it was 8mm thick
thay where for the guys nexdoor arckley (triumph rebody) where i used to live
