I just assume the chassis is square to within a mm (which I know it is), clamp a long spirit level to the spindle with the wheel and brake drum removed and measure the distance between the level and the chassis at two points. Then simple a conversion from radians to degrees. 0.5° toe in means 5 mm difference at the distance of 600 mm. Any higher precision is unnecessary.
