A rich mixture could be caused by either 2 things, too much fuel or too little air, i'm afraid i dont know much about carbs, but have you done much in terms of cleaning them using some car cleaner since you got them?

I definitely think you should try and find the cause of the issue instead of buying a new CVH engine, as it could have exactly the same issue.

Are you using the standard carb or bike carbs?
