It's pretty easy to do with 2 hands: first mitre cut the 2 tubes and tack together at a straight angle. Loosely bolt the two plates with holes into their places, then you've got just one plate and the tubes to hold. Wiggle and bend into place. Grind off the bottom of the tubes to sit nicely on the bottom mounting plate. Mark the place where the longer plate welds the top mount one. Tack everything together, adjust, weld, and Bob's your uncle.

Also, the book design makes both wing mounts come out almost symmetrically on the same height, but I was able to adjust the position so the front strap is ~5 degrees to the front from the top of the wheel and the other one is much further down by just rearranging the book parts.
