Yes.

From the manual:

1. The vehicle must have an offside exterior mirror fitted.
2. An interior mirror must be fitted, (see note 3)

Note 3: The interior mirror must be positioned as far as is
practical to afford the best possible view to the rear, if the interior
rear-view mirror does not provide any rearward vision its
presence shall not be required.

so the only time you don't need a rear view mirror would be if it was completely pointless - i.e. in a van with no rear windows.

I don't think you need to fit the passenger wing mirror, but you'd be unlikely to pass the rear view test if you didn't.

I've got the same mirrors as Davidbolam, and the IVA man was very complimentary on them, saying they gave a really good rear view.
He also said a lot of 7 builders make the mistake of mounting wing mirrors too low down and failing because the rear arches block their view.
