Default Pedal bushes

I am about to make my pedal bushes but am unsure what im actually doing

The book doesnt say anything about a crush tube, and the pedal stops are held in place by the same bolt as the pedal so im assuming they are fastened up tight which would hold the bush tight as the bush is .5mm bigger than the pedal:

so does the entire pedal rotate on the bush? (the only option in my head if the bolt was tight)

or the bush on the bolt?

or should i make crush tubes like on the suspension bushes?

Speedy replys appreciated as i wanna get in the garage and do some work
