No reason not to, as long as it meets the SVA requirements, which, for that part are;

03A Fuel Tanks

16. The fuel filler cap must either be tethered to the vehicle or be of a lockable type where the key can only be removed when the cap is locked or an automatically opening and closing, non-removable fuel filler cap

And

16 Exterior Projections
2. All ‘hard’ parts contactable with a 100mm sphere, which form an external surface or protrude 5mm or more from the external surface must have a radius of curvature of at least 2.5mm

20. Handles, hinges, push buttons, and fuel tank filler caps must not protrude more than 50mm from the external surface if the component does not project beyond the extreme outer edge of the vehicle. This is reduced to 40mm in all other cases.


Hope that helps a bit, looks quite a nice cap, but as can be seen above, would need some method of tying it to the filler neck
