I've gone back to the car, popped in some 21W bulbs on the front and it works fine
 Sadly the 21W bulb is far to big to fit inside the front indicator housing. Looking on the internet I can't seem to find a small 21W bulb. So its either resistors or a different flasher / hazard relay.
