Default Lower harness mounts - inspection there of

Do the lower harness mounting have to be visible to the IVA inspector?

If I were to panel the interior of the cockpit the inspector would only see the lower harness bolt going through the panel. He would not be able to verify the integrity of the lower harness mount's weld to the chassis and also the grade of the captive nut the harness bolt screws in to.

Is this a problem?

Would documentry evidence (photos.) of the construction, taken prior to panels being fitted be acceptable evidence for the examiner to be satisfied?

What are your opinions on this or better still has any member IVA'd their roadster with interior cockpit panels?
