Default Opinions on side indicators please

I,m about to fit my side repeaters, I have waited till I fitted my mirrors..done today.
So............ I know some builders have had problems at IVA with the side indicators not being visible from the tested angles when fitted to the scuttle etc, I,ve seen cars with the indicators fitted to the rear wing to overcome this problem, personally I,m not keen on them being in the wings but understand the reason they are there.
My questions.....

1)will I get a fail for just having them on the scuttle ( can get them high up).

2) should I just follow the easy route & fit to the rear arches ( as said, not keen)

3) is it permissable to have 2 sets? on scuttle & on rear wings ( that might fall off in the future )

your thoughts/opinions gratefully welcomed.
