Are you planning to have what looks like the brass top hats pivot on the bolts or will the steel sleeve rotate around the brass bushes like a crush tube? The reason I ask is if you've made it all to size theres a chance it will become one solid lump,how ever if the brass top hats are 0.2-0.3mm each over long the steel sleeve will still rotate when the bolt is done up tight.
