seems daft doesnt it? Obviously FIA spend a lot of money on reseach and see the result of a lot of accidents so does mr vosa have alternative research or is he just making it up as he goes along? Would it not be better to have One rule for harness fitting accross the board?it is a pretty crucial piece of kit afterall

I think the fia and the associated rules are developed with the view things like track/rally cars stand more of a chance of being the wrong way up . Road cars dont have to fulfill this criteria so if you want extra safety build it in yourself.

I've seen somewhere that the recommended height is 10° below shoulder height. The rationale is obvious: it's so that if you roll upside down, your body does not sag as much, while the spine compression in the event of a frontal impact is minimal.
IVA does not have a lot to say about the position of seatbelt mounts, just that they have to be 45 cm above the reference brick on the seat (IVA 31.16). The 550 mm high chassis seatback rail is high enough only for very low seats, most seats with runners cannot be so low.
