fuel Pump not running

Hi,
Like the thread about my fuel sender, I don't know if the best place for this one is in the Engine or Electricity section...

Here is my problem: I am installing everything necessary to start the engine. Chassis is still bare, only engine, gearbox, fuel tank and steering column (ignition switch) are fitted. I reinstalled the loom from the Sierra temporary, just to have everything connected to start the engine up. I am running a 2.0i DOHC. I kept the original in-tank EFI pump. The only things that are not connected yet are the fuel lines.

This morning, as I just finished to reconnect the loom, I tried to turn the main ignition switch (key) on. Everything was OK, starter was running, and not one fuse from the fusebox did blow.

Only problem : the fuel pump was not running. Why?

- I also reconnected the "intertia switch", which I guess is a switch which stops the pump in case the car is up side down.
- I checked my connections from the loom to to pump, and everything is OK and in contact.
- The fuel pump is not installed in the tank yet, and the tank has no fuel in it. I just wanted to check if it would run (I know it is not good to run the pump dry, but it was just for a few second to check).

So, does the pump need to be in the fuel to run? There are power and earth wires coming to the pump, but does the pump need to touch the fuel tank to be earthed (I don't think so)? What else on the system can stop the fuel pump to run?
