Default Pierburg carb

In the manual it says that there should be an insulator block on cvh engines between the intake manifold and the carb. I don't remember there being one when I stripped the car. Can someone with a 1.8 cvh confirm that there is one.
Secondly I'm having a problem getting the engine to idle when hot. I think its got to do with the secondary venturi. Should the butterfly valve in this be able to open fully or just partially. Hope this makes sense
