Question bike engine reed valves

hi all quick one


what should i do about the reed valves on the top of the head... think they are domthing to do with emmision control..

should i blank them off, remove them and leave a hole or just level them un covered.

Reed valves are usually in two strokes behind the carbs,are they some sort of power valve?
