Are the 2 terminals on the steering column switchs for earth connections.

I just left them open, on the right hand side switch just two pairs of pins are needed -- one for side lights, one for headlights. The headlights one then goes to the left side to be switched between high and dipped beam.
BTW, on my Sierra fusebox it looks like the headlight relay windings are fed off ignition lock. Really? No ho headlights without ignition? (Sidelights work though.)

If you are using the switched earth type switches then you need the one nearest the column. Pin 31 connected to earth.
This then then links through the lighting switch to the main / dip switch. Without it the relays for main and dip beam won't work. You can see a brown wire attached to it from when I was wiring mine up. HTH
