I believe that the forum admin have not enabled the avitar feature for all members, possibly to preserve some webspace.

You can create an avitar & add it to your profile, just won't be displayed with yor posts.

Can't you put one in your sig instead? I'm sure vbulletin forum code allows for one to be displayed that's linked from another site, that way it doesn't take up so much space.
