Yes you are right in your understanding on the way these bushes work

The crush tube should be slightly longer than the bushes when fitted.

Working from memory the crush tubes should be 44mm long.

It is worth checking that your bush tubes are no longer than 35mm & that the bushes are to the book spec.

In theory 1/2 -.5 mm clearance either side of the crush tube all things being equal.
The flange on the bush is 4mm,so 35 +8 = 43.
