You need to cut down between the barrel and the housing effectively slicing the shiny end off cleanly, then the tumblers will just pull out and you can turn the lock & remove as normal, I.E. turn to the position to release the little plunger.
You can do this with a normal hacksaw blade easily, an air saw is even better but use a thin blade to avoid damage to the housing too much.
THis was common practice when I was in a Ford main dealer, sometimes with several air lines coupled together to reach the car in the car park !!!
