You can trailer it to Estonia, pass the equivalent of IVA, then reimport it back and get Latvian plates. As long as it's been approved in any EU country, they can't deny registration. That's what I'm planning to do.

call or e-mail the the log book peoples, they should be able to tell you everything you need to know about that particular engine (even of its been stolen!

i had a classic mini a couple of years ago, bought it off a friend and when i enquired about the log book it turned out to have been "disposed of" (crushed) apparently not!
