The hard to find plastic thing inside the distributor cap "Rotor Arm"

Lol I'm still lost. I've got a central fuel injected CVH (CFi) so it didn't have a distributor cap? Just a small flat thing that was under the inlet manifold that the 4 wires from the head connected into so how does this get in the way of removing the pulley attached to the head??
