Consider running it on bike carbs, zx6r, with megajolt. A brief rolling road setup and you will get your emissions no problem for the IVA. Mark went down this route originally and got 130bhp, lots of bottom end power but not much top end. Made for a very nice car. Ran it with lots of smiles till the winter last year then upgraded to an ST170 engine, straight forward swap still running on the same bike carbs and megajolt also running the cam advance. He now has an awesome car for an extra £250 ish.

Just my opinion but it does make for a for a good starter car to get through IVA then there are some easy routes to good power if needed.
