Non transferable means that that reg can't be put on another car.
You should be able to put a REG on the car though as far as I believe. You can replace an age related plate with another age related plate of the same age or older. But as Q is indeterminate age you can only put another Q on. TT

What K4KEV says.
Age related plates are issued where the original number has been transfered such as on a lot of classics Q plate not transferable. Kitcar registered as a new car will have a transferable number as will any new car.
