Is it OK to use epoxy mastic over red oxide? As the welding has progressed I have slapped red oxide over it to keep the rust at bay... need a top finish now.

A good acid etch primer will keep rust at bay even unpainted as I am finding out now as the rolling chassis is out in all weathers getting pushed in and out of the garage every day.
