They don't seem to have a clue.
Tbh I think the only way you will get a reciept (unless you have one) is making it yourself.

The DVLA is staffed by paper shuffling people who do as they are told by others who know nothing about anything and do as their bosses tell them.
If we had government departments staffed by people who new what they were grossly overpaid to do we probably would not need a government to cock it all up again.

You only have to look at the MOT scheme and the constant changes to it to see what I mean.

Change for the worse.

It's just another way of the UK goverment getting money out of people and justify thier jobs.

BE CAREFUL - if the receipt does not say the word NEW on it then you must provide a letter from the supplier stating it is new. I had recipts for my Armoto chassis kit but had to 'acquire' a letter

Here is a good one,now that we are part of Europe and all things that were in the control of the CAA with regards to licensing are now going to be in line with Europe.

To get an EASA licence you need a language proficiency certificate,Do I qualify as only being English for the past 58 years ?
