A 1998 focus will have PATS, and put it this way most people in the Ford modding world stay clear of PATS ECU's
A early mondeo or escor zetec loom and ECU could be used. But if you are going for 3rd party fueling then you wont need the ford stuff and can fit whatever you like. TT
